Improving post-disaster humanitarian logistics with theoretical and empirical approaches

Post-disaster humanitarian logistics (PD-HL) is a vital science for minimizing human suffering in the aftermath of a disaster. A major obstacle to suitable PD-HL operations is that the PD-HL system is poorly understood. This paper proposes several directions to improve PD-HL operations based on theoretical and empirical analyses. Two catastrophic events in Japan, namely the 2011 Great East Japan Earthquake and Tsunami (Tohoku disasters), and the Kumamoto earthquakes, can provide empirical insights into the PD-HL system. A comparison of these two disasters revealed that systematic problems, that did not surface following the Tohoku disasters, delayed PD-HL operations following the Kumamoto earthquakes. Lessons learned from these two disasters are identified and a corresponding model, which can provide theoretical insights to improve PD-HL operations following future disasters, is formulated.
