Electro-optic (EO) polymer is a promising material for high-speed optical modulator. To improve the thermal stability after poling process, polycyanurate (PCN) was used as a host polymer of host-guest EO material. To fabricate a single mode waveguide, reflective index difference between core and cladding should be in the order of 10-3. To control the reflective indices, copolymers of two types PCN, hydrogen type and fluorine type, were synthesized for cladding material. Reflective index varied from 1.51 to 1.59 depending the on the fraction of PCN-H of copolymer with PCN-F. It suggests that reflective index difference between core and cladding could be precisely controlled. Optical waveguide using PCN was fabricated by hot embossing method that reduces steps for fabricating single mode waveguide. Optical propagation through the waveguide was confirmed by the near field pattern.
