As blood pressure control can reduce the incidence of strokes, and rehabilitation can prevent stroke victims from becoming terminally bedridden, comprehensive medical care systems combining prevention, treatment and rehabilitation facilities are urgently called for. However, the effects of a comprehensive medical care including prevention, treatment and rehabilitation for strokes have hardly been investigated. In this paper, a new method is proposed which can be used to synthesize data observed in different regions and during follow-up periods. Using this cross-sectional method, a model is constructed so that the approximate effects of comprehensive medical care can be clarified, and a case study of Japan is examined.
