Abstract

A new electric power network, called open electric energy network (OEEN), makes it possible for many types of dispersed generation plants owned by non-utility organizations to participate in an electric power market without disadvantages of existing power utilities and consumers. Elements of OEEN system are dispersed energy storage devices, load controllers and a data communication link. In OEEN system, a transaction power is treated as an energy package wrapped with an information tag. This concept is called electricity power packet.
