Effectiveness and Limitations of Social Networking Services in Disaster Responses: A Review 7 Years on from the 2011 Great East Japan Earthquake

    Abstract

    Since the 2011 Great East Japan Earthquake- now 7 years ago -discussions, research, and practice around the use of social media in disaster responses in Japan have continued to increase. Among social media, social networking services (SNSs) have attracted particular attention. Here, the author outlines and review discussions, research, and practice regarding the use of SNSs in disaster responses to consider their effectiveness and limitations. To use SNSs as effective information sources, processing technology for data collection and summarization needs to be refined. At the same time, we need to improve both the SNS literacy of people in disaster-affected areas so that they can send SNS messages with location information and specific content (a quality problem) and the SNS etiquette of people outside disaster-affected areas to avoid sending unnecessary or irrelevant SNS messages (a quantity problem).
